Description

PHP allows file downloads with the allow_url_fopen setting. If not strictly needed for the applications running on the server, make sure this option is disabled.

How to solve

Most PHP applications don't need remote file downloads. Check your PHP code for any file open requests (fopen), which reference an URL (e.g. http://). If there are none, disable this function.
